Recognising the large difference in capacity and experience in policy advocacy between local non-governmental organisations (NGOs) and those located in the large cities, PARAFF has actively aimed to reach out to as many local NGOs as possible with the aim to create opportunities for them to apply for grants as well as support them with capacity building through a number of outreach activities.
Right after the announcement of each Call for Proposals, PARAFF has proactively organised outreach workshops in Hanoi, Da Nang and Ho Chi Minh City for the northern, central and southern regions respectively. One event was also organised in Can Tho for the Mekong Delta region. PARAFF hosted 11 such events attracting the participation of 531 people from 44 provinces and cities nationwide for the four rounds of call for proposals. More than half of the participants came from provincial-based social organisations.
As a result, PARAFF grants were awarded to 29 organisations from 16 provinces based outside of Ha Noi, accounting for about 60% of the total number of grantees.
